　　“这只是初步结果，还要经过国务院办公会再次讨论审议后，才能确认最终方案。”权威人士透露。如果不出现重大调整，在十大产业振兴规划中排名靠后的有色金属行业，其振兴规划却有可能较早付诸实施。

　　“降低电价建议被否定，主要是影响面太大，涉及整个煤电市场的影响。”来自有色金属相关部门的权威人士说，“包括企业直购电试点的建议，也被否了。”

　　据悉，新规划中“收储”和“并购重组”将成主要措施。　根据之前的意见稿，有色金属产业振兴规划包括落实及增加收储计划、推动跨行业跨地区兼并重组以及国外资源并购、落实直购电试点、降低电价、合理调整税费以及加强对重点企业技改的支持等9大建议。

   　有报道称，有色金属产业振兴规划已经通过了发改委的审议，经发改委审议的振兴规划定稿与此前上报的意见稿在大体框架和方向上并没有多大的出入，只是由于有色金属行业涉及商品门类众多，不会像纺织行业那样直接披露出口退税变动幅度。
